Dear all

 

With the establishment of runbritain and the changing landscape of road running in the UK, in particular with online licence applications and online entries, it was felt that a root and branch review of the current system was required in order to gauge how effective the process is now and also how well prepared it is for the future. As many of you will be aware Nigel Rowe MBE was commissioned by runbritain/UKA to undertake this review. The review process started in June and was completed on 1st December. The report has been endorsed in its entirety by the runbritain technical group.

The information for the review was gathered through CLO road shows, runbritain road shows, individual feedback from CLO's and Race Directors with input from Real Buzz, UKA Athletic Services and runbritain staff.

The review covered the following;

 

1.    Role of County Licence Officers

2.    Role of Athletics Services

3.    Licence Application Process

4.    Licence Standards, Monitoring and Evaluation of Standards and Role of BARR

5.    Imparting Knowledge

The full report is available at runbritain.com -  A summary of the key recommendations of the report are as follows:

 

County Licence Officers:

 

1. All CLO’s are designated with Endurance Official Status

2. From 1st January 2012 Regional Panels will be set up to review, evaluate and recommend on Race Referees Reports before issuing further Licences. This replaces the current process and the Regional Panel membership will be a group of existing CLO's, Race Referees and BARR officials.

3. When new appointments are made training must be given by Athletics Services if new CLO’s are required in the interim

4. It is proposed that two regional pilots are introduced early in the New Year in the North  East and North West to trial this system.

 

Role of Athletics Services:

1. All Athletics Services Staff will be trained in the use and understanding of the online Licence Process from a Race Promoters and County Licence Officer position.

2. If events remain not closed out at the 10 week stage sanctions should then be taken

 

Licence Application Process:

 

1.    Implement an online only process with the option, where necessary, for either Athletics Services or CLO’s to input data for a minority who can’t access the system, this should be implemented from 1st April 2011

2. A list of Endurance Officials who can act as Race Referees be published on the runbritain website identifying geographic areas on where they are willing to officiate. A letter needs issuing seeking permission to publish Officials personal and contact details.

3. Propose the use of standard Risk Assessment Template to be used in respect of Route/Courses

 

Licence Standards, Evaluation of Standards and Role of BARR:

 

1. 2011 Licence Standards Reviewed by runbritain: In future the Technical Group of runbritain will be responsible for the drafting and approving.

2. Medical Resources Group should be responsible for setting and publishing Medical Standards, which should be linked to Licence Standards where applicable.

3. The Role of Race Referees should be extended from 1st January 2012 to include all points covered on Licence Standards.

4. BARR play no further role in Standards for UKA but their members are encouraged to fully engage with Race Referee and Endurance Official roles (see above). They will undertake Licence Standards scrutineering as agreed until the end of 2011 (with their agreement)

5. Consideration should be given that all aspects of Road Running are the responsibility of runbritain.

 

Imparting Knowledge: runbritain

 

1. Continues its role in provision of Race Director “One Stop Shop”

2. Continues to create material to improve and develop Race Directors knowledge

3. Acts as an exemplar of good practice

4. Responsible for compiling, developing and issuing of safety, standards and medical data

 

Your present role of CLO and the future roles of those who are currently CLO’s are vital to this process and hopefully you will endorse the recommendations which have been made and agree with the process.
